It is very common in bathrooms in Spain to not have toilet paper or soap (not at the touristy places but more like in public bathrooms, store bathrooms, etc)
For school all the kids are required to have their own bottle of soap and a towel to dry their hands with. For the younger children the teacher has toilet paper in the room so you take it with you when you have to use the restroom. Miranda's teachers do not have that so she has to have to works in her bag. It is very different from what we are used to but also not that big of a deal if you just know the expectation.
